Tram 28 and Lisbon's funiculars in 2026: what runs, what is shut, and what to ride instead

Tram 28 runs from Martim Moniz to Prazeres, but of Lisbon's funiculars and its lift only the Graça funicular is open: the Glória, Bica and Lavra funiculars and the Santa Justa Lift have been shut since 3 September 2025. 💡 The Short Version: Tram 28 runs its full route, Martim Moniz to Prazeres, from 5:40 to about 23:30 on weekdays, a tram every 8 to 9 minutes by day. A ticket bought on board is €3.30 and valid only on that tram, so for hopping on and off use a Navegante card at €1.90 a ride or the 24-hour ticket at €7.25. Only the Graça funicular is running. The Glória, Bica and Lavra funiculars and the Santa Justa Lift have been shut since the Glória accident on 3 September 2025, Carris has given no reopening date for Bica, Lavra or Santa Justa, and a new Glória is planned for the first half of 2029.   • What happened. The Glória funicular had an accident on 3 September 2025 in which 16 people died (RFM, 3 September 2026, in Portuguese). Carris suspended the Bica and Lavra funiculars and the Santa Justa Lift as a precaution, and says none will reopen until every recommendation has been met.
  • The Graça funicular is the newest, opened in 2024. It reopened on 30 April 2026 after a safety inspection, running 9:00 to 17:00 at first. It takes cards and MB Way only, no cash.
  • Anything older that mentions riding the Glória, the Bica, the Lavra or Santa Justa is out of date.

What happened to tram 28’s route

The 28E has been cut back more than once for roadworks. Dates are from Carris’s service-change notices.

Carris’s route page on 1 October 2026 lists the full route, Martim Moniz to Campo de Ourique (Prazeres). One-night diversions still happen: from 20:00 on Saturday 3 October 2026 the 28E is due to run trams only between Martim Moniz and Camões, with buses beyond, because of a road cut on the Calçada da Estrela.   • For hopping on and off, the on-board ticket is the wrong one: it ends when you step off. Two rides cost €6.60 on board and €3.80 with a card, and the 24-hour ticket pays for itself at the fourth ride; Lisbon public transport compares every ticket.
  • A tram every 8 to 9 minutes on weekdays by day, every 14 minutes or so in the evening. The first tram is at 5:40 and the last about 23:30, on Carris’s weekday timetable of 1 October 2026.

The stops worth getting off at

The stop names are Carris’s. Reading from the east end:

  1. Martim Moniz. The start of the line, with the 12E.
  2. Graça. The stops “R. Graça” and “Graça” serve the hill. The Graça funicular links it with Mouraria.
  3. Largo Portas do Sol and Miradouro de Santa Luzia. Two viewpoints over Alfama and the river, five minutes on foot from the Castelo de São Jorge.
  4. Sé. Lisbon Cathedral.
  5. R. Conceição. The stop in Baixa.
  6. Chiado and Praça Luís de Camões. The way up to Bairro Alto; the 12E ends here.
  7. Calhariz (Bica). The Bica stop; the funicular there is shut.
  8. Estrela (Basílica). The stop for the basilica; the 25E meets the route here.
  9. Campo de Ourique (Prazeres). The terminus.

Getting up the hills without the funiculars

  • The castle: bus 737 from Praça da Figueira, or the 28E or 12E to Santa Luzia. Two lifts shorten the climb, on the castle’s own directions: the Castelo lift from Rua dos Fanqueiros 176, and the Chão do Loureiro car-park lift, entered from Largo do Caldas.
  • Bairro Alto from Restauradores: the Blue metro line to Baixa-Chiado, then a short walk uphill.
  • Alfama and Graça: the 12E or 28E, or the Graça funicular from Mouraria.
  • Bica: the 28E and 25E stop there.

Yes. Carris lists the 28E from Martim Moniz to Campo de Ourique (Prazeres), and its weekday timetable on 1 October 2026 has trams from 5:40 to about 23:30, one every 8 to 9 minutes by day. Carris posts one-night diversions and works notices on its service-changes page.

How much is a ticket for tram 28?

€3.30 on board, valid only on that tram. A ride with a Navegante card is €1.90, valid for 60 minutes on the Carris network, and a 24-hour Carris and Metro ticket is €7.25. All prices from Carris on 1 October 2026.

Is the Santa Justa Lift open?

No. Carris lists it as temporarily closed, and has given no reopening date. It has been shut since the accident on the Glória funicular on 3 September 2025.

Which funiculars are open in Lisbon?

Only the Graça funicular, between Mouraria and Graça, which reopened on 30 April 2026 and has run from 7:00 to 21:00 every day since 15 May 2026. The Glória, Bica and Lavra funiculars are out of service.

What is a good alternative to tram 28?

Tram 12E covers the Alfama half of the route, and tram 25E the Estrela and Prazeres half. Tram 15E goes to Belém. Carris's own timetables on 1 October 2026 put a 25E every 14 minutes or so and a 15E every 10 minutes.
